The frame says "Happiness is a choice", meaning that the driver would find happiness in cooking Walter. Perhaps her estranged husband. The plate says "K. BQ (as in Bar-b-que) Walter." Haha how's that for far fetched? Do I win?
OOH! Even better, courtesy of urbandictionary.com: KBQ is a street gang that originated in Ohio, KBQ stands for Kinda BlaQ, with a Q. The gang colors are black, white, and red.
OK...y'all went on a totally different route than me. the QWLTR jumped out at me first as being Quilter. So I assumed KB is her initials, or KB is a type of quilt?

Well, it could be Radioactive Walter. That's my guess.
I am staring at this plate trying to figure it out and I am stumped. Now this is going to bother me forever until I figure it out!!!

Walter is a KBQ member. And it makes him happy.
